Delta Partners, a global telecoms, media and tech (TMT) advisory and investment firm, joins forces with Quadra Partners, LLC as part of its ongoing expansion in North America, reinforcing Delta Partner’s public policy and regulatory capabilities.

Quadra Partners is a strategic-advisory firm that provides integrated policy, business, and finance expertise for companies and investors in the converging telecommunications industry. It was founded by Paul de Sa, Ruth Milkman and Jon Wilkins, and is based in Washington D.C.

Quadra Partners LLC’s leadership team:

Paul de Sa was part of the leadership team at the U.S. Federal Communications Commission (FCC) from 2009-12 and 2016-17, serving as Chief of the Office of Strategic Planning, with a focus on merger reviews, broadband, and spectrum policy. He was previously a partner at McKinsey & Co, where he served TMT and private-equity clients in the US and Asia, and the senior analyst covering U.S. telecom at Bernstein Research.

Ruth Milkman served as the Chief of Staff of the FCC from 2013 to 2017 and Chief of the FCC’s Wireless Telecommunications Bureau between 2009 and 2013. From 1998 to 2009 she worked as one of the leading telecommunications lawyers in Washington as co-founder of Lawler, Metzger, Milkman and Keeney, a firm serving clients ranging from start-ups to large established telecommunications companies and private-equity firms.

Jon Wilkins left McKinsey in 2013 as a senior partner after spending 16 years with the firm’s global TMT and Public Sector practices. He joined the FCC as its Chief Operating Officer until 2015 before becoming the Chief of the Wireless Telecommunications Bureau from 2016 to 2017. At the Bureau, he was central to the development activities of spectrum allocation and the creation of the world’s first regulatory framework for 5G spectrum.
